Trump Administration Offers Plan To Cover COVID-19 Care For Uninsured

The Trump administration announced a plan on Wednesday to start paying hospitals and doctors who care for uninsured patients with COVID-19. Under the approach detailed by Health and Human Services Secretary Alex Azar, hospitals and doctors would submit their bills directly to the government and they would get paid at Medicare rates. Uninsured people would not be liable for costs, and health care providers would not have to ask any questions about a patient’s immigration status. COVID-19 treatment for the uninsured could cost from $14 billion to $48 billion, according to a recent estimate from the nonpartisan Kaiser Family Foundation.

Azar said the administration is not providing an estimate on what its plan will cost, but he is confident it will fit within the $100 billion allocated by Congress. Lawmakers are finalizing another coronavirus relief bill, expected to add $75 billion more for the health care system.

About 28 million people were uninsured before the pandemic hit, and that number is expected to rise sharply. Consultants at Health Management Associates estimate that 12 million to 35 million people could lose workplace coverage in the economic shutdown aimed at containing the spread of the coronavirus.

Two Cats Are First U.S. Pets to Test Positive for Coronavirus

Two cats from New York state are the first pets in the United States to have tested positive for the virus that is causing the worldwide pandemic, the Agriculture Department and the Centers for Disease Control announced Wednesday.

The cats, from different parts of the state, are showing only mild symptoms and are expected to be fine. Testing positive does not mean the cats have the same illness that people have, and doesn’t mean that the cats can pass on the illness to people. Veterinarians took samples from both cats that were tested at a private lab, then confirmed at a national veterinary lab. The owners brought both cats to veterinarians because they showed symptoms of a respiratory infection. One owner had tested positive for the virus. No human in the other cat’s household tested positive.

The Agriculture Department and the C.D.C. emphasized that “there is no evidence that pets play a role in spreading the virus in the United States.”  The Agriculture Department will post any confirmed tests of animals with SARS-CoV-2 on its website. It does not recommend routine testing for pets.

Muffet McGraw Retires As Notre Dame Women’s Basketball Coach

Notre Dame Coach Muffet McGraw retired on Wednesday, after a Hall of Fame coaching career that included two national championships in 33 seasons. McGraw, 64, became the 13th woman inducted into the Naismith Memorial Basketball Hall of Fame in 2017. She won 936 games, ranking sixth among Division I coaches, with 842 coming at Notre Dame.

“It has been my great honor to represent the University of Notre Dame these past 33 years, but the time has come for me to step down as your head basketball coach,” McGraw said in a statement. McGraw is one of five Division I men’s or women’s basketball coaches with at least 930 wins, nine Final Fours and multiple titles. Her national championships were in 2001 and 2018.

The Irish reached nine Final Fours and won 67 NCAA Tournament games under McGraw. Notre Dame’s string of 24 consecutive NCAA Tournament appearances remains intact, per the NCAA’s ruling following the cancellation of this year’s NCAA Tournament.

Boston Red Sox Stripped Of Draft Pick; Alex Cora Suspended For 2020

The Boston Red Sox were stripped of their second-round pick in this year’s amateur draft by Major League Baseball for sign stealing in 2018.  In addition, former manager Alex Cora was suspended through the 2020 postseason for his previous conduct as bench coach with the Houston Astros.

Baseball Commissioner Rob Manfred announced his decision Wednesday, concluding Red Sox replay system operator J.T. Watkins broke rules by using in-game video to revise sign sequences provided to players. Watkins was suspended without pay through this year’s postseason and prohibited from serving as the replay room operator through 2021. Manager AJ Hinch and general manager Jeff Luhnow were suspended through the 2020 postseason on Jan. 13 and Houston was fined $5 million, the maximum under the Major League Constitution. The Astros were penalized their next two first- and second-round amateur draft picks.

Baseball’s season is on hold because of the coronavirus pandemic, and this year’s draft may be cut to as few as five rounds.

Georgia, South Carolina And Tennessee Governors Announce Easing Lockdown Restrictions

Georgia, Tennessee and South Carolina have announced plans to reopen some businesses by May 1 or earlier after they were closed to stem the spread of coronavirus.

Georgia Gov. Brian Kemp announced that barbershops, bowling alleys, gyms and tattoo parlors, among other businesses, would be allowed to reopen on Friday if they adhere to social-distancing and hygiene rules, and that dine-in restaurants and theaters could reopen with limitations on April 27.

In Tennessee, Gov. Bill Lee said Monday that he would not be extending his “safer-at-home” order, which is scheduled to expire on April 30. A “vast majority” of businesses will be allowed to reopen on May 1, his office said.

South Carolina Gov. Henry McMaster allowed some businesses in that state to reopen Monday, just two weeks after they were ordered closed. South Carolina department stores, sporting goods stores and flea markets can reopen as well as stores selling furniture, books, music, flowers, clothing and accessories. Businesses will be allowed to open at 20% capacity, or five people per 1,000 square feet.
